Birth, Death and Marriage records are an essential part of defining someones identity.

A Birth Certificate is the first form of identification that a person receives. Upon registration of the birth, which must be registered within 6 weeks, the parents are issued with a short and a long version. The short version is unique, it is not possible to obtain another copy. The long version can be re-ordered, in fact the long version can be ordered by anyone. This must be taken into consideration if using it for an identity document. The birth certificate will confirm mother and fathers names, date of birth, place of birth and mothers maiden surname. Checking if a birth certificate is common in the UK within and identity assurance process and perhaps part of the reason that synthetic identities are low in the UK. 

Marriage certificates are used to confirm name changes through marriage. They contain the names before marriage. 

A death record can be used to establish the final status of a person. Particularly useful if trying to locate at person. Death records should always be checked as part of an identity assurance process as impersonation of deceased fraud is common in the UK. Impersonation of deceased fraud is a particular problem due to anyone having the ability to order a birth record and become the identity of the deceased.
