Criminals are able to use the publics personal information to assist with crime, simply because many organisations do not use complete identity assurance checks. Many organisations will perform identity checks but not with a high enough level of assurance. Essentially allowing stolen details to be used to create accounts, take out loans and commit fraud generally.
